Данная статья посвящена анализу инновационной активности ряда стран Латинской Америки. Проанализированы такие составляющие, как роль науки, бизнес-сообществ, а также государственная политика, направленная на переход к экономике, основанной на научных знаниях. На основании «the Gibbon's Model» проведено сравнение инновационных моделей, которые реализуются в Бразилии, Чили и Мексике. Полученные данные можно использовать как практический инструментарий формирования инновационной политики в развивающихся странах. В заключение представлена оценка инновационной активности стран Латинской Америки.

Future Innovation Trends in Latin America

This article offers an analysis ofinnovation activities in three Latin American countries. Such components as the role of science, business communities, and public policies in the transition to a knowledge-based economy are analyzed. Based on the Gibbons Model, innovative models that are being implemented in Brazil, Chile, and Mexico are compared. The data obtained may be used as a practical tool in developing countries.

Данная статья посвящена анализу инновационной активности ряда стран Латинской Америки. Проанализированы такие составляющие, как роль науки, бизнес-сообществ, а также государственная политика, направленная на переход к экономике, основанной на научных знаниях. На основании «the Gibbon's Model» проведено сравнение инновационных моделей, которые реализуются в Бразилии, Чили и Мексике. Полученные данные можно использовать как практический инструментарий формирования инновационной политики в развивающихся странах. Введение

«Кремниевая долина» в США продолжает оставаться уникальным местом, где на одной территории собраны самые крупные и известные 1Т-компании со всего мира. Многие государства пытались создать у себя похожие условия и построить свои «Кремниевые долины». Интерес к указанному феномену продолжает привлекать ученых и политиков из разных стран, пытающихся разгадать ее секрет и перенять опыт. Те, кто уже пытался это сделать, убедились, что скопировать Долину невозможно, но можно применить механизмы, которые способствовали ее созданию, если сначала их адаптировать к специфике страны, где это применение планируется.

Страны Латинской Америки, находящиеся по соседству с США, являются стратегическим партнером многих стран южного континента. В Латинской Америке в последние годы возрос интерес к ^-предпринимательству. Многие перспективные стартапы стараются развивать бизнес именно в «Кремниевой долине», где сосредоточено много талантливых людей, венчурных фондов и создана соответствующая инфраструктура. В то же самое время в ряде стран Латинской Америки произошли реформы на государственном уровне, которые направлены на создание нового типа экономики, основанного на научных знаниях и применении новых технологий. Сейчас перед странами Латинской Америки стоит задача создания такого экономического климата, который бы стимулировал стартапы и венчурную индустрию внутри их стран.

Introduction

Silicon Valley (SV) continues to be a unique place that is home to the largest and best-known information technology (IT) companies in the world. At various times, many countries have tried to create similar conditions and build their own "Silicon Valley," and the SV phenomenon continues to attract scientists and politicians from different countries who are trying to discover the secret to it. Their experience shows that it is impossible to copy the Valley, but it is possible to use the existing mechanisms that contributed to the creation of SV, but adapted to the specifics of the country where it is to be implemented [Pospelova T. 2012].

Latin American countries are geographically close to the United States, and many countries there are strategic partners with it. In Latin America, as elsewhere, interest in IT entrepreneurship has increased in recent years. Many promising startups are trying to develop business here, in Silicon Valley where talented people, venture capital funds, and infrastructure are brought together. At the same time, some countries in Latin America have instituted reforms at the state level, aimed at creating a new kind of economy based on scientific knowledge and the application of new technologies. At present, several Latin American countries face great challenges in creating a climate that can promote the development of startups and the venture capital industry.

Несмотря на опыт прогрессивных стран, которые успешно строят «knowledgebase economy», наблюдаются еще существенные пробелы в теоретическом (научном) обосновании перехода к данному типу экономики, отсутствуют методические и нормативные документы, которые развивающиеся страны смогли бы использовать. Тем не менее, в настоящее время уже можно выделить 2 доминирующие в рассматриваемой области концепции:

• кластерная концепция, основанная на интеграции деятельности в регионе ряда сопряженных взаимосвязанных производственных и научно-образовательных организаций, обеспечивающая дополнительный синергетический социально-экономический эффект;

• концепция «Тройной спирали» (ТС), к недоразра-ботанности теории которой ученые относят:

- невозможность объективного измерения социально-экономического эффекта при ее внедрении, который, несомненно, достигается [1];

- трудности в учете специфики стран, где планируется использование данной концепции;

- отсутствие научно обоснованных механизмов оптимизации взаимодействия между наукой, бизнесом и государством [4].

Принимая во внимание, что применение указанных прогрессивных концепций планирования и управления социально-экономическим развитием регионов получает все более широкое распространение в мировой практике, но при этом все еще отсутствует общепризнанный инструментарий, позволяющий обеспечить объективное определение достигаемого при этом социально-экономического эффекта, попытаемся внести свой посильный теоретический и практический вклад в решение рассматриваемой проблемы.

Концептуальные теоретические основы «Gibbons's Model»

Эффективным инструментарием для сопоставления и сравнения достигаемых результатов от применения инновационных моделей планирования и управления социально-экономическим развитием, как отдельных регионов, так и экономик стран в целом может служить, по нашему мнению, модель профессора Гиббонса (Gibbons) из Стэндфордского университета (США). В «Gibbons's Model» можно выделить четыре главных элемента: правильный произведенный продукт (The Right Product); правильная производственная команда (The Right Team); источники капитала (Sources of Capital); отвечающая требованиям инфраструктура (Appropriate Infrastructure), которые, по мнению ученого, являются ключевыми показателями формирования инновационной эконо-

associated with the construction of a knowledge-based economy, there is an absence of a theory underpinning the transition to this type of economy and no metrics or models for developing countries to follow [Shaimieva E.SH., 2011].

Two dominant concepts of regional development can be distinguished:

• The cluster concept, based on relationships between a number of organizations

• The Triple Helix Model (TH) [Etzkowitz, H. and M. Ranga (2011)]

In the scientific world, the TH theory has been criticized for lacking a theoretical foundation:

1. Its results cannot be quantitatively measured [Drobot, 2009].

2. It cannot take into account the specifics of the countries where it is to be used.

3. The mechanisms employed to achieve cooperation among science, business, and government are unclear.

Responses to some of these critiques can be found in a combination of the two models of regional innovation development as they are not contradictory but, rather, complementary. Clusters can be used as a hybrid organizational format for interaction among universities, business, and government, and the TH Model can be a tool of regulation among cluster members [Pospelova, 2012].

Some countries are implementing these theories, but at the moment there is no tool that allows the effectiveness and results of the models to be compared. No model exists that can clearly demonstrate the progress achieved by a particular region in the formation of an innovative model of economics compared with other regions or countries.

Theoretical Foundations of the Gibbons Model

One model that is an effective tool for comparing and contrasting innovative models in different regions and countries was designed by Professor Gibbons at Stanford. The Gibbons Model has four main elements that, according to its creator, are key indicators of the knowledge-based economy: the right product, the right team, sources of capital, and appropriate infrastructure. Each of these items is broken into components, which are evaluated both qualitatively and quantitatively.

Using this model in combination with the Triple Helix concept responds to some of the criticisms listed above.

Использование модели Гиббонса в комбинации с концепцией ТС может позволить ликвидировать ряд существующих недостатков и пробелов, отмечаемых специалистами и исследователями в современной теории «Тройной спирали».

• Возможность покинуть компанию и продолжить заниматься данной областью самостоятельно при условии соблюдения прав на интеллектуальную собственность. Образовательные характеристики:

• Формирование предпринимательского духа в университетах [5];

• Наличие сильной исследовательской базы, инженерной школы и бизнес-образования;

• Создание связи с бизнес-сообществом.

Анализ инновационной активности в странах Латинской Америки на основании модели Гиббонса

Исторически сложилось так, что страны Латинской Америки поделены на два блока: социалистически ориентированный Север (Перу, Боливия, Венесуэла, Эквадор) и капиталистически ориентированный Юг (Бразилия, Аргентина и Чили). В этих странах в зависимости от их политической направленности наблюдается разный уровень социально-экономического развития. Решение южных стран перейти к экономике, основанной на новых технологиях, в последние десятилетия способствовало образованию еще большего экономического неравенства между Севером и Югом. Далее будет представлен основной материал по странам Латинской Америки, который удалось собрать с помощью интервью у предпринимателей, специалистов и научных работников.

Анализ трендов инновационной активности на примере ряда стран Латинской Америки

1. Бразилия

Бразилия поражает своими темпами модернизации и развития экономики. С каждым годом все больше иностранных инвестиций поступает в страну, что даже обусловило появление термина: «Бразильское чудо». Сами бразильцы утверждают, что сегодняшнее «чудо» - это результат долгосрочной стратегии, которую реализует правительство на протяжении последних двадцати лет. Первый шаг ее заключался в приоритетном направлении инвестиций в совершенствование человеческого капитала, т.е. в образование и науку. Позиция правительства была следующая: чем больше инвестиций будет вложено в университеты при их правильном целевом использовании, тем выше будут в мире позиции Бразилии в этих областях. В результате сегодня научно-образовательная система Бразилии входит в десятку наиболее сильных в мире.

В последние годы в стране наблюдается бурный рост количества инновационных стартапов, причем предприниматели используют их копирование как главную основанную на рыночном спросе стратегию создания правильных продуктов. В Бразилии существуют все самые популярные мировые сервисы, такие как Amazon, Groupon и т.д., но они созданы именно бразильскими стартапами и адаптированы для местного рынка. Главный фактор успеха заключается в том, что предприниматели научились быстро внедрять скопированный продукт, учитывая специфику страны, что способствует уменьшению входных барьеров. В результате, настоящему Amazon или Groupon сложно конкурировать с местными компаниями.

Innovation-Related Activity in Latin America

Historically, Latin American countries are divided between the socialist-oriented North—which consists of Bolivia, Ecuador, Peru, and Venezuela—and the capitalist-oriented South, comprising Argentina, Brazil, and Chile. Depending on the orientation of each country, different levels of economic development have been achieved In addition, the decision of the southern countries to move toward an innovation-based economy in recent decades has created even greater economic inequality between north and south in Latin America than before.

The case of Brazil

Brazil has achieved impressive economic growth rates. Every year, more and more foreign investment flows into the country, which has led to the rise of the term "Brazilian miracle". Brazilians say that today's miracle is the result of a long-term strategy that the government has been implementing for the past twenty years. The first step of the strategy was to invest in human capital, education, and science. The government's position was that the more that is invested in universities when properly run, the higher an academic position Brazil will attain in the world of science.

In recent years the country has experienced rapid growth in startups, and to create the right product for Brazil, its entrepreneurs have chosen the unique strategy of copying. All the most popular services, such as online vendors, are available in Brazil. However, they are delivered by Brazilian startups and adapted to the local market. The main success factor lies in the fact that entrepreneurs have learned to develop the copied product rapidly, taking account of country specifics, which helps to reduce barriers to entry. Thus, it is difficult for Amazon or Groupon, as examples of the services that have been copied, to compete with local companies.

Brazil has been actively promoting the development of incubators, most of which function as accelerators. Programs vary in directions and methods of organization. The most famous programs in Brazil are as follows.

• One of the first accelerators in Brazil is the network Aceleradora.net, founded in 2008 by Yuri Gitahy. Unlike most accelerators, which focus on large cities, Aceleradora.net covers cities of all sizes throughout Brazil, which promotes development of the country. It offers programs designed for three months, including consulting services, mentoring, attending a conference, and networking. At the moment, about 100 startups participate in this program [The Lean Startup, 2011].

В Бразилии активно развиваются инкубаторы, большая часть которых работает как акселераторы. Программы разнообразны по направлениям и способам организации. Далее будут описаны самые известные инновационные программы Бразилии.

Одним из первых акселераторов в Бразилии была сеть Aceleradora.net, основанная в 2008 году Юрием Гитахи (Yuri Gitahy). Благодаря достаточно бурному росту экономики, в Бразилии с каждым годом увеличивается количество представителей среднего класса. Уже сегодня у 88 миллионов человек есть доступ к Интернету, что составляет 46% населения всей страны, и эта цифра сохраняет тенденции роста . На данный момент Бразилия занимает второе место в мире по количеству пользователей Facebook и Twitter. Таким образом, в Бразилии открываются большие перспективы для онлайн-бизнеса.

• 21212.com is a network of accelerators focused on IT projects located in two cities: Rio de Janeiro (telephone area code 21) and New York (telephone area code 212). Combining two area codes we get the accelerator name 21212. This four-month program has seed investment of R$20,000 ($12,700) and the help of famous Latin American mentors, such as Fabio Seixas (Camiseteria), Anderson Thees (Apontador), and Paulo Novis (Infoglobo).

Despite the rapid growth of startups, Brazil continues to be a resource-oriented country with dominated by a monopoly in the oil and gas industry. Thus, the main principle of development here is the promotion of R&D among industrial and extractive companies. Some trends have emerged that indicate a change in the direction of the development of high tech and startups in the near future Due to rapid economic growth in Brazil, the middle-class population is increasing every year. At present, 88 million people - about 46% of the population - have access to the Internet, and this number will increase. Currently Brazil has the world's second-largest number of users on Facebook and Twitter. Brazil has great prospects for online businesses.

Venture capital investment in the country is growing rapidly. At the moment, Brazilian startups are receiving investment mainly from business angels, as VC funds began to function only in the past two or three years. According to Brazil Startup Dealbook, in 2012, about 50 companies invested more than 80 startups, valued at approximately $250 million. The list includes business angels as well as Brazilian and European investment firms.

One of the main problems in Brazil is how to implement investors' exit. In fact, Brazil cannot fully apply the strategy of Silicon Valley, where one of the main startup objectives is launching an initial public offering (IPO). Brazil's stock exchange, the BOVESPA, is not as liquid as the stock exchanges in China and India.

Развитие экономики Бразилии через внедрение инноваций преимущественно в крупных компаниях изначально было наиболее приближено к модели Южной Кореи. В последние годы ситуация меняется в сторону инновационного предпринимательства и в малых предприятиях. Кроме того, уделяется большое внимание развитию регионов страны и попытке разгрузить занятость Сан-Паулу, где производится около 40% ВВП всей страны. Следующим шагом социально-экономического развития регионов Бразилии, после полного удовлетворения спроса местных рынков, будет активное международное сотрудничество и выход на рынки стран-соседей в Латинской Америке.

2. Чили

У Чили собственная стратегия модернизации и инновационного развития экономики, заключающаяся в анализе опыта зарубежных стран и применении уже сумевших зарекомендовать себя в этой области инструментариев. Наиболее подходящей для специфики страны экономической системой, которую пытаются внедрить чилийцы, - это прогрессивный опыт в социально-экономическом развитии Южной Кореи и Тайваня. В стране расширяют подготовку специалистов через систему зарубежных стажировок и обучение все большего числа студентов за рубежом. В Чили особое внимание уделяется воспитанию патриотического и командного духа. Правительство не боится отпускать студентов за границу и руководствуется тем, что в будущем экономическая ситуация в стране станет улучшаться, и это явится главной мотивацией для возвращения студентов в Чили и будет

So far, the only path of development for startups and investors is a merger with an international company. On the one hand, it complicates the process of attracting investors. On the other hand, it creates a good opportunity for growth of the Brazilian economy through international cooperation.

Along with startups, Brazil has big companies that are trying to be innovative and learn from international experience. One key example is the cosmetics company Natura, the market leader in Latin America. Out of 500 employees, 300 work for the R&D department. The company was one of the first to apply the concept of open innovation. Natura has created a special portal to discuss potential projects. This portal helped to establish collaboration with international universities. As a result, in 2012 the company entered into an agreement with the Education Innovation laboratory in Boston. From now on, many projects will be launched jointly with researchers from Massachusetts.

Currently, both the Brazilian government and large companies have been taking part in implementing innovations. While the government focuses on social projects, large companies are introducing innovations in the industrial field. Examples of such organizations include Vali, itau, Bangy, and Fiat.

Development of the Brazilian economy originally followed the South Korea model and was focused on implementing innovation in large companies. In recent years, the situation has changed to entrepreneurship in small businesses. In addition, special attention has been paid to the regional development and an attempt to reduce employment in Sao Paulo, which produces about 40% of the country's GDP. The next step, after the development of the regions of Brazil, will be active cooperation and access to the market of neighboring countries in Latin America.

The case of Chile

Chile has its own economic development strategy, which is to analyze the experiences of other countries and try to replicate the most successful ones. The system that Chileans have tried to apply is closest to the experience of South Korea and Taiwan. In Chile, special attention is paid to education and patriotic team spirit. It is developing a system of internships, and in recent years more and more students have been studying abroad. The government is convinced that the country's economic situation will soon improve, which will encourage the graduates to return to Chile and contribute to the application of foreign knowledge and the development of strong startup teams.

Укреплению команд собственных специалистов-инноваторов и привлечению международных сотрудников способствует программа Start-Up Chile, благодаря которой иностранец может получить 3-го-дичную визу и софинансирование от государства для осуществления инновационных проектов в экономике Чили в размере до $40,000. Главное условие - он должен работать в стартапе, зарегистрированном в Чили, и быть ориентированным на удовлетворение спроса внутренних рынков стран Латинской Америки. Благодаря этой экономической политике сегодня в Чили существенно увеличился приток предпринимателей со всего континента. Впервые программа была запущена в августе 2011 года, и в настоящее время уже 112 инновационных проектов получили указанные государственные гранты.

Еще одним примером содействия развитию высокотехнологичного бизнеса в Чили является программа подготовки специалистов на базе Founder Institute. Отечественный предприниматель Adeo Ressi в сотрудничестве с американским предпринимателем и блогером Alan Colmenares стали инициаторами создания Founder Institute (более подробно об институте можно узнать на сайте в интернете: http://www.startupchile.org/) сначала в Колумбии, а потом и в Чили. За два года их специализированную программу повышения квалификации прошли руководящие сотрудники и специалисты почти 300 высокотехнологичных компаний из 15 городов стран Латинской Америки.

Безусловно, на социально-экономическое развитие Чили большое влияние оказывает соседство с быстро развивающейся Бразилией. Чилийцы стараются максимально перенять ее прогрессивный опыт в рассматриваемой области. Однако, по сравнению с Бразилией, Чили обладает меньшей по площади территорией, не столь большим наличием природных ресурсов и значительно меньшим внутренним рынком сбыта. Одним из главных факторов экономического отставания Чили от ряда других стран Латинской Америки является практически полное отсутствие зарубежных инвестиций, которые так активно поступают, например, в развитие экономики Бразилии.

3. Мексика

Географическая близость страны к «Кремниевой долине» в США, безусловно, благоприятно способствует развитию инновационного предпринимательского духа в Мексике. В последние годы в этой стране стал отчетливо заметен повышенный интерес государства, направленный на стимулирование крупных

The main condition is that the person must work at a startup registered in Chile that is oriented toward the Latin American market. The number of entrepreneurs coming to Chile from across the continent has increased dramatically, and 112 projects have already received a grant under this program. Thus, the state creates opportunities for entrepreneurs doing business in the country and for training abroad. The first results of these programs will be known in a few years, when the graduates return.

Another example of promoting the development of high-tech business is a program based on the Founder Institute by Adeo Ressi and the American entrepreneur and blogger Alan Colmenares formed the Founder Institute first in Colombia and then in Chile. Over the past two years, approximately 300 high-tech companies from 15 cities in Latin America have taken part in this program

The proximity to fast-growing Brazil has a great impact on Chile; Chileans are trying to adapt Brazil's experience. However, Chile is limited in size, in availability of resources, and in markets in comparison with Brazil. What is more, it lacks the foreign investment that plays an important role in the development of the Brazilian economy.

The case of Mexico

The geographic proximity of Mexico to Silicon Valley promotes its entrepreneurial spirit. In recent years the government has focused on motivating large companies to innovate (R&D in Mexico is 0.5% from GDP). [The World Bank, 2014] These companies are looking for new technology and ideas; therefore, they ask startups for help. Startups, in turn, are mostly oriented toward the U.S. market. This is a significant problem but at the same time it has some advantages: due to this chain interaction startups in Mexico have contact with both local and international markets.

In the past ten years, the situation has begun to change; recently the market orientation has changed from the international market to the local one. Special importance is placed on social innovation. Thus, the government allocates special grants for development in this area. Local startups have priority in obtaining investment from state funds, if their projects are aimed at improving the lives of local residents.

In developed countries, innovations focus on improving existing technologies ("supporting innovation"), but Mexico geared more toward disruptive innovation, which is characterized by ease of use and low price and is designed for a large number of people. [Christensen Clayton M. 2013] An example of a disruptive innovation is the creation of portable refrigerators. Not all Latin Americans

компаний внедрять инновационные технологии (государственные бюджетные расходы на НИОКР в Мексике составляют 0,5% ВВП). Компании, занимающиеся поиском новых технологий и идей, обращаются за помощью к стартапам, которые, в свою очередь, в большей мере ориентированы на рынок США. Благодаря такой цепочке взаимодействия старта-пы в Мексике имеют связь, как с внутренним, так и с внешними рынками, хотя в последние десять лет ситуация стала меняться в сторону преимущественного учета интересов и полного, своевременного и качественного удовлетворения спроса внутреннего рынка страны.

В отличие от инноваций, которые направлены на улучшение существующих технологий («поддерживающие инновации») в развитых странах, в Мексике создаются большие перспективы для «подрывных инноваций», которые характеризуются простотой в использовании, дешевизной и рассчитаны на большое количество людей. Примером «подрывных инноваций» является создание переносных холодильников. Не все жители Латинской Америки могут позволить себе приобрести стационарные холодильники, поэтому многие до сих пор пользуются погребами. Производство портативных переносных холодильников более низкого ценового диапазона упростило жизнь многих латиноамериканцев.

Несмотря на существующие проблемы, на мексиканском рынке эксперты отмечают перспективы, связанные с интернет-торговлей и мобильными платежами. Подтверждением служит ряд стратапов, таких как «Botetia», «Votelia», «Fuattribe», которые уже успешно функционируют на рынке Мексики. Двумя большими венчурными фондами являются «Alta ventures» в Monterrey и «500» в Mexico City.

Основные выводы

О серьезной преимущественной ориентации на модернизацию и инновационное развитие экономик в социально ориентированном блоке стран Латинской Америки сегодня говорить еще рано. Прежде всего, в этих странах необходимо решить ряд общих вопросов социального и инфраструктурного характера, нужно улучшить систему образования, условия жизни людей. В большинстве стран Латинской Америки время для инноваций еще не пришло, мешают социально-политические проблемы и неустойчивость экономического развития.

Несмотря на это, Чили и Бразилия являются передовыми государствами в области развития инноваций, что на сегодняшний день делает их инновационными центрами Латинской Америки. В эти страны уже сегодня стремятся предприниматели не только из соседних стран, но из кризисной Европы. Наряду с иностранными инвесторами, интерес которых к инновационным проектам в странах

The growth of startups in Mexico is slowed by cultural factors. The country has developed a negative attitude toward failure. Reputation plays a big role, and if for some reason the first business is unsuccessful, it will be difficult for an entrepreneur to obtain financing on their next attempt. The situation is completely opposite to that in the United States, where a bad experience can offer a valuable lesson and shows a proof of commitment for investors. This cultural factor complicates the forming of a strong team, as many talented people prefer a more stable job to working in a startup. Due to economic instability in the country, investing in startups is considered risky. On average, the country experiences a crisis every five to seven years, and the situation made worse by corruption.

Despite all the problems, Mexican market experts see potential in Internet commerce and mobile payments. Thus, such startups as Botetia, votelia, and Fuattribe have been already successfully operating in Mexico. Two large venture funds are Alta ventures (http://www.altaventures.com), which is located in Monterrey, and 500 in Mexico City.

Conclusion

It is still too early to speak of innovations in the socialist bloc of Latin American countries today. Social and infrastructure problems, such as improvement in the education system and living conditions, must be solved there first.

Despite the challenges that they face, Chile and Brazil are advanced in the development of innovations, which makes them innovation centers in Latin America today. These countries are attracting entrepreneurs not only from neighboring countries but also from Europe, which is still mired in recession. Along with foreign investors, whose interest in recent Latin American projects has been growing, the countries have been forming their venture communities, consisting mainly of individual business angels at the moment.

Thus, the development of incubators and the creation of various startup assistance programs demonstrate the growing interest in innovation among Latin American countries. Despite the fact that programs like Y Combinator, TechStars, and 500 Startups are open to the most promising projects and a resident of any country can apply to participate in those, the opening of 21212.com, Startup Rio, Startup Chile, and Waira in Latin America shows that Silicon Valley is no longer the only place for startup development.

Латинской Америки в последнее время неуклонно растет, внутри самих стран формируется венчурное сообщество, главным образом из индивидуальных отечественных бизнес-ангелов.

О том, что в Латинской Америке возрастает интерес к инновациям, свидетельствует и развитие таких инфраструктурных объектов, как инкубаторы и создание различных стимулирующих программ для начинающих стартаперов. Конечно, «Combinator», «TechStars» и «500 Startups» открыты для самых перспективных проектов, и резидент любой страны может подать заявку на участие в их программах. Тем не менее, наличие таких инкубаторов, как «21212. com», «Startup Rio», «Start-up Chile» и «Wayra» в Латинской Америке, свидетельствуют о том, что «Кремниевая долина» уже не является единственным местом, благоприятным для развития стартапов.

Результаты подъема экономик Чили и Бразилии за последние годы свидетельствуют о продолжении роста темпов инновационного развития стран. Кроме того, эти государства стремятся активно взаимодействовать, что также характеризует их как сильных экономических игроков на международной арене.

Regarding creation of the right product, most startups in Latin America are finding a niche in creating social innovations funded by the state or copying and implementing successful overseas projects by first adapting them to the specific conditions of a specific country. With regard to the formation of teams, the development of incubators plays a significant role, in due to the mentoring of a new generation of entrepreneurs. This factor can attract more talented people who prefer to work for more stable companies instead of risky startups.

The economic development of Chile and Brazil over the past several years clearly shows continued progress in innovation growth in those countries. In addition, neighboring countries will continue to cooperate actively, which once again demonstrates the creation of a strong economic player in the international arena.
